These advanced technologies are transforming operations, from performing vast amounts of AI data analysis to enhancing decision-making in autonomous systems and driving sophisticated wargaming and simulations. AI’s potential in these areas is enormous and growing.
AI’s profound impact is already visible in the civil sector. Innovations like OpenAI’s ChatGPT, showcasing the capabilities of Large Language Models (LLMs), and Amazon’s Supply Chain Optimisation Technology (SCOT), which forecasts customer demand and optimises stock distribution, have significantly reshaped business operations. These advancements underscore AI’s transformative power, influencing our work and daily lives.
AI will be one of the main focuses in the ongoing Strategic Defence Review, initiated by Prime Minister Keir Starmer on 16th July. The review has been tasked to explore “opportunities for modernisation and transformation, and greater productivity, including through the rapid and consistent application of Digital Age technologies.” However, while exploring AI’s potential, it is essential to ensure that the foundational elements for future innovation and agility are not neglected.
Key Elements for Success
How can Defence ensure effective AI implementation? To fully leverage AI advancements, your organisation need to focus on five crucial elements:
- Strategic Vision: Clear, long-term goals for AI integration.
- Access to Data: Strong data collection and management systems.
- Agility: The ability to rapidly develop, test, and deploy AI solutions.
- Workforce & Culture: Skilled personnel and an adaptive organisational culture.
- Scalability and Security: Ensuring AI solutions can be scaled and remain secure.
Defence must ensure these elements are front and center to any strategy, if they are to harness AI’s full potential.
Defence AI Progress and Future Focus
In 2022, Defence outlined its AI strategy aiming to become “the world’s most effective, efficient, trusted, and influential Defence organisation for its size, in terms of AI.” Over the past two years, notable advancements have included proofs of concept, technology trials, and small-scale deployments. Highlights include the Dstl-led AUKUS Pillar II programme, the Royal Navy’s XV Patrick Blackett trials vessel, and the TORVICE land domain trials with the UK, Australia, and the US.
Central to these efforts, the Defence AI Centre (DAIC) was established to enhance AI collaboration across Defence. Despite these initiatives, the MOD needs to clarify investment priorities to truly embrace a data-enabled future. Beyond innovation pilots, the government must specify strategic investment areas and commit substantial funding to enable the industry to invest confidently in impactful R&D, ultimately providing the best capabilities where needed.
Data Management Challenges in UK Defence
UK Defence manages a vast amount of data from its nearly 500,000 personnel across various roles. This includes data from managing personnel, running airlines, medical practices, vehicle development, and complex logistics chains.
However, this valuable data is often trapped behind complex commercial agreements, strict classification requirements, and other restrictions. These barriers prevent the free movement of information from where it is created to where it can be effectively utilised. Addressing these challenges is crucial for leveraging data to its full potential.
Enhancing Agility in UK Defence
In addition to accessing data, Defence must address agility challenges. The technical complexity of projects, skill shortages, and rapid delivery needs have led to complex contracts with third-party partners.
These contracts often hinder dataflows and innovation due to rigid terms and misaligned incentives. For Defence to be more agile and innovative, it must embrace flexible contracting that promotes collaboration and allows for the seamless introduction of new ideas throughout the enterprise.
Workforce & Culture
Adopting AI at scale in Defence requires a comprehensive approach. To cultivate a workforce that drives AI adoption, three key strategies are essential:
- Skill Development: Equip those setting future capabilities with the skills to identify AI opportunities and the flexibility to innovate.

While advancements in algorithms are essential, the focus must shift towards building this infrastructure to move beyond experimental AI applications and truly transform Defence operations. Accelerating these investments is crucial for fully leveraging AI’s potential.
